I agree, if you use the Sector Space Trader near the Kei System. But by requesting a Freighter invite on the Public Service channel, you can do it directly with your Klingon.

At any standard Bank console. Quickest way however that I know of, is the Account Bank Console on your Shuttle Bridge or in your Starship's Ready Room.

Oh damn, I neglected the fact, that silver / F2P members need to unlock it via the C-Store first. My bad. If you unlock the Account Bank via the C-Store, then maybe you also want to raise your EC Cap as well. Otherwise, you'll be stuck at 10m EC.
