Looking to trade a duty officer to get one with Colonist

Colonists have nothing to do with recruiting Duty Officers. They aren't even part of your Duty Officer crew because they are only used for 2 types of assignments. The first is relocate, which you already did. The second is the actual relocation assignment (i forget exactly what it is called) in which you need those 5 colonists.

I'm 99% sure that Duty Officer recruitment missions do not require any duty officers to be assigned to it. I'll double check this though.
