Participating in a TFO

I am having difficulties with participating in a TFO. I am at level 31 and have been given the mission "participate in TFO Romulan mine field" when I select it and am queued up I get a message that I have declined.  I did nothing to decline. What am I doing wrong?

Are you on PS4? That's apparently been a bug for a while.
