I'm not in game so can't check specifically, but I'm pretty certain when you are selecting your uniform, there is a "material" selection, and it will give you either option.
If that's not it I'll try and get on later tonight and tell you for certain

No dice, I'm afraid; I just tried to do what you suggested, and I could find any option for "material" in the tailor menu.
