I would like to get additional R&D slots. I am at the fleet research lab but cannot figure out where to get them. Am I just lost or are they available here?

The room in the centre of the Research Lab (in front of where you beam in to, the room you can turn the timestreams on and off) there is a console in the top right of the room that has these unlocks
