Another set of Fleet permissions need updating

So, today I wanted to do a Legion Colony run including a Scenario Invasion. Only we couldn't as no one of us had the appropriate permissions.

So if the Admiralty could decide on who should be allowed to queue those Invasion Scenarios and let Attilio know, that would be awesome.
