Ok, so this is upgrade weekend and I managed to upgrade all 4 of my beams from mark XII to XIII without any of them gaining an upgrade from very rare to ultra rare. So, do I continue upgrading? What happens when I hit mark XIV without any improvement in quality? Am I done then, or do I continue to throw technology points at them in the hopes of finally getting them all to epic quality?

You only get a % chance to upgrade rarity when you upgrade the Mark level. It is not guaranteed.
Once you hit Mark XIV you keep on upgrading to receive a % chance for a rarity upgrade (the % is shown).
Every time you don't succeed the next time you try will have a higher % chance.
There are accelerators that can increase the % chance.
It is said that you need around 7 tries on average to get from VR to UR, and from UR to Epic.
Speaking of average: My personal experience is that you usually need at least a rarity chance of 20% for upgrades to UR and usually at least 25% for upgrades to epic.
However, that is on average. In my worst experience (when the Random Numeral Gods abandoned me completely), I had to go as far as 65% rarity chance before it became epic.
Since then, I decided to "support" Cryptic and buy Keyring bundles, whenever they are available. For me, it is worth to get those ultimate upgrades. Even when they cost 20 bucks each.
The most "expensive" items to upgrade - in terms of TP and Dil - are Reputations Set items.
I also buy key ring bundles once in a while, and use those ultimate upgrades exclusively on those items.
I.e. my Iconian Space Set was upgraded this way.
Personally I don't think the other items are worth using ultimates.
On the other hand I really enjoyed the Phoenix Upgrades from the last 2 Phoenix Box event.
Basically I try to save as much Dil as possible for the next event, dump it all on Boxes, and turn
everything into upgrades, minus whatever I want/need. Then I wait for the next upgrade Weekend
to use all of those. This has served me well so far, and I also got lucky once and nabbed an Epic token.
I am hoping that we get another event in June or July.
If I can piggy-back on this, I noticed even after an item goes Epic, it can still be upgraded with the application of technology points. Is there a reason to keep going after reaching Epic (a bonus for maxing out the tech points)?

You sure about that? Usually it says "Item have reached maximum quality" and does not take upgrades at all. At least, it is that way on my end.

I noticed that happening back during the Omega Upgrade weekend... don't waste your upgrades- it's simply another bug (or it's an unintended slip up by the devs for the inevitable boost to MK 16 items)
