I have played many MMo's over the years. I did hit level 60, I am Ashlee Aiko on board the USS Britania.
I have been working on the Delta reputation...and I am blowing up a lot. Lack of a better term..is there a rotation I am missing for a tac captain? I am not sure if I am using my skills in the right order or at the right time? And I look and look and look and there does not really seem to be anything that address this. Looking for a DPS rotation and what to use to heal myself?
Sorry if these are dumb questions...I do try not to be aa burden here on my fleet.

No dumb question. I can relate, as I also have played many MMOs, and this game is cleary a lot more complicated than others. There are many mechanics you are not taught while leveling, and too many to explain in one simple thread answer. So I suggest that you
a) Create your current setup (build) here: http://skillplanner.stoacademy.com/
b) there are many players here that are willing to help, just ask in chat or on Discord if an experienced player can critique your build, and explain fundamental mechanics. 

You can also go to reddit/r/stobuilds, and start reading the wiki guides. Some are a little dated, but they will get on the right track.

you might try running "breaking the wall" and "with out last breath" on kobali prime.... they are repeatable and i run them once each day to get delta and iconian reps with daily bonus marks.  takes about 15 minutes to run through the both of them one right after another.

you might try running "breaking the wall" and "with out last breath" on kobali prime.... they are repeatable and i run them once each day to get delta and iconian reps with daily bonus marks.  takes about 15 minutes to run through the both of them one right after another.

Yes I am currently doing that and the Delta patrol run. I have done them so many times, starting to bleed from my eyes & ears.

No, that wasn't my intention. My only intention was to show you a build that in itself makes sense, something you can use as a template, and then change it into your own playstyle. The OP of that build also explains some of the game's mechanics, and therefore is a good read for starters.

Unfortunately Cryptic just announced an upcoming Space Re-Balance, in other words they plan to turn tthe game upside down and nerf a lot of player favorite items and mechanics for the sake of more 'balance'. Some changes were definitely necessary, but some shot way across the line, and now the complete Meta has been thrown into a blender, with everybody guessing what the end result might be. 
The changes are not live yet, but are already on the Test Server "Tribble".
Bottom line: any advice currently given has to be taken with a grain of salt, as nobody really knows the new Meta.
And some of the announced changes might be changed again before going live.

Oh I get it...
I guess there is a balance. I am not wanting anyone to think I am wanting them to play my toon.  I just wish there was a better way to "learn" this game. I have not ever felt so stupid about soemthing I actually enjoy and want to be good at
