When will there be access to K-13?

Since the announcement of the K-13 Fleet Holdings I have not been able to contribute to the fleet Holdings or visit K-13 is there a bug or is there a reason why we're not allowed to access K-13 is it only for older members with "tenure", or does everyone in the STOA fleets have equal access to it? (I would like to know so that way I can make contributions towards it, and buy a console)
