How do I summon and beat the Tholian Project Leader?

This is my first time doing the Nukara Prime mission and I've been running all over the place trying to figure out where to go to send this pulse in order to summon this Tholian Project leader...for those that have already done this mission, can you send me in the right direction?

You have to join the Transdimensional Tactics PVE Queue in order to get the Tholian Project Leader part of your mission completed....

It's the same thing as talking to Mivek once you enter the Tholian Red Alert for the extra set of Nukara Marks with the Romulan Marks.
