To start out you need to get you skill levels ups. To do that go to research lab and do the daily and make sure to do the research projects in the school of your choice

Transwarp (usually Ctrl+T) to the Fleet Research Lab in the Delta Quadrat. Then do the daily R&D Asignment there to boost your progress in the R&D School of your choice.
