Torpedo boat questions
I am fairly new to the game and I am trying to grasp the torpedo boat concept. It was my understanding that kinetic damage from torpedoes will not bring shields down, so how does a torpedo boat get through an NPC shields? At this point I have not paid to play so my ship options are limited...I have a level 58 Fed Tac Captain and a 55 KDF Tac Captain.....what would be my best ship choices to play around with to learn about torpedo boats and how would I best set one up since I haven't decided whether to pay to play or not yet.

ok so in the one year i have been playing STO I have only seen one successful torp build its very expensive only one or two ships in the game can do it and in the end its rare you will actually destroy anything it took me about 10 tries to spec my fed to be able to use both torp and energy weapons and at 5 bucks to ''respec'' for a free to play character i recommend staying as far away from torpedos as possible. If you decide to play the game how you want to play and not hied my advice heres what i did. use 2 torp like the breen/vadwaur cluster torpedo and 2 quantum (thoron infused preferably) torps boff abilities will only effect 1 regular torp not cluster torps +they all share a cool down but the different type will be very short ie; fire 1 quantum other quantum has 15 sec cool down cluster torp however will only have a 5 sec cd the same works in reverse so in theory u will be able to launch a torp every 5-10 seconds. (meanwhile ur being destroyed by energy weapons .5 sec cd). and in back put mines, kinetik cutting beam or some other worthless type of kinetik dmg. In closing hate to rain on your parade kid but torp boats dont work, and those that do are extremely expensive for disappointing results. I'd be happy to help you out with this build once I get back from vacation, I wouldn't listen to the above advice at all as torp builds can be not only incredibly fun but very cheap as no one likes to use them. The gear for a decent torp build can even be acquired for free via storyline missions for certain types of torpedoes. You can search through some of my posts here in the past to find examples, otherwise I will link them when I have some time back in the game tomorrow.

While on the subject, how does a torpedo boat deal with enemy shields?
You can take the science route and drain them, although the buff from power insulators outpaces the buff to drains from flow caps as far as I recall. Most torpedo captains will run omni beams or turrets rear to do energy damage to shields. I prefer to run high shield penetrating damage such as Isokinetic Cannon and use plasma torpedoes which burn through shields. There are a lot of ways to handle the problem though.

OK, sorry for the delay as I was out of town a few days longer than intended due to travel delays.

For KDF you don't have a Vesta , so that's out, but you do get the B'Rel, pretty much the best torp boat in the game since it can fire while cloaked. Plenty of B'Rel resources here:
Finally I have a few all-transphasic builds which ignore shields, one of which is here: http://skillplanner.stoacademy.com/?buil...build_3155 Transphasics are nice because there's tons of free storyline and/or rep gear which buffs them.
Anything you see by odenknight on Reddit is basically torp bible, that guy has done more to advance the torp cause than anyone recently that I can recall.
You can also try to search the skill planner here for the B'Rel.
I've also had a lot of success with the Pilot ships (a 5/2 layout) doing 3 torps fore and 2 DHCs with 2 omni beams or turrets rear; this provides a good amount of shield removal but still packs the hefty punch of the torps. I can post a build for one of those if anyone is interested as well.
