Now that Science has gotten a buff I'm thinking about starting my first Science officer and I'm looking for some advice. I'm thinking about a debuff/controller build. I know I'll likely need a zen, fleet or exchange ship to get the most out of it and I'm open to going Fed or KDF to get the best free ship for the build till I buy it. I kinda like the Tholian Recluse with it's Commander Universal and Lieutenant Commander Science slots but I'm not sure if I want to go with a carrier.
If you want to go for a true Science Ship, then it is going to be a bit tough on the romulan Side. Beside the Ha'nom and the Romulan Science Destroyers, there are no real Science Ships available.
I define "real Science Ship" as a Ship having both Sensor Analysis and Subsystem Targeting, so a secondary Deflector can be equipped. This excludes the Tholian Recluse. It used to have Sensor Analysis, but no longer does. However, like you already pointed out, the Recluse allows for a lot of build varieties, thanks to the Universal Command BOFF Slot.
My advice, when you want to go romulan on this idea, then pick the Ha'nom once you reach Level 40. The Ha'nom is a real Science Ship and will allow you to get really used to Science gameplay. If you like it, you can still buy a Fleet Ha'nom and upgrade it to T5-U.
The science destroyers are good ships if you want something a bit more sprightly as well. Otherwise TP is right, it is probably the lockbox for your needs.
One word on the secondary Deflectors. There are currently three types of them:
Deteriorating Secondardy Deflector
(Enhances Debuff-focused science skills, applying moderate radiation damage over time to the target)
Inhibiting Secondary Deflector
(Enhances Control-focused science skills, applying moderate radiation damage over time to the target)
Resonating Secondary Deflector
(Enhances Support-focused science skills reducing damage to the target’s shields as well as improving the effectiveness of incoming heals for a short time)
Since you are looking for a Debuff/Controll-build, you should focus on one of the first two. You can craft them at Mk II level to determine which Mods or most appealing to you and then upgrade them. If needed, I can help with that.
Also, it doesn't have to be a Romulan ship. I only choose to go Romulan with this build because I already have 2 KDF and 2 Fed toons and only 1 Romulan. I'm open to using just about any ship.

I dare to say that the Singularity Powers alone are worth to play a Romulan. Not to mention the possibility of having 5 BOFFs with SRO at your disposal.
A sci captain with a torp build... there are a ton of possibilities there, even more as a Fed though. Rom is going to be tough, I haven't seen any good Rom builds except in the Recluse.
The SRO Boffs are more useful than the singularity powers which are going to drain valuable system power for negligible use, especially on a Sci. The torp build is definitely viable for Sci so you can dump more power to Aux, and with the right torps can synergize very well with exotic damage buffing gear on your build.
