How to improve phaser damage?
Andorian escorts already have a great turn and using APO will also help that. I recommend fleet neutroniums with +turn over RCS with +AllRes due to the lack of hull on this ship.

Phasers already have good damage and don;t use the amount of energy that Klingon and rom disruptors do.They may not be like those and AP but they are fine.You need torpedos along with them.
I have seen builds with no torps how ppl use them I don't know.

How do they not use as much energy? The energy use is based on weapon type, not energy type.

You do not need torpedoes alongside beams. I've been flying an all-phaser-beam sci boat that does just fine in ISA. No torpedoes. That may change and I'm looking to play around with some other ideas, but the bottom line is that going all phasers and all beams is perfectly viable, even when it counts.
All that said, yeah, if you're trying to get the absolute highest numbers, maybe phasers aren't the way to go... but, as I understand it, the metagame actually favors all-beams, such that the folks who break 100k DPS routinely are flying beam boats (from what I've seen, often all DBBs up front and all omnis in the back).
That said, I did get my butt handed to me in short order and rapid succession by a cat flying a torpedo boat in PvP last week, so just making the point that there's more than one way to put together and effective build.
Also, going to echo KG's comment that the weapon type (DBB, DHC, beam bank, turret, etc.) determines the power usage, not the energy type (phaser, disruptor, AP, etc.).

What is optimal for PvP does not tend to be optimal for PvE (and vice versa of course).
PvP favors spike damage whereas PvE rewards sustained AOE damage.That's why BFaW beam-boats pull the highest numbers in PvE.
...and yes, I've been humiliated PvP by torp boats on Ker'rat too if that makes you feel better
I like to echo some of the things said here about that Phaser isn't the best weapons damage type for DPS out there. Tetryon which strips shields is better, and antiproton which gives bonus critical severity is even better than that. However if you are going for a true star trek canon build, then phaser is your only choice.
That being said though, if you want to improve phaser damage on your ship then you should get the fleet vulnerability locators, which boost critical damage I believe and give you the maximum ignore console boost for any energy type.

Agreed, but keep in mind that the difference in final DPS (given the same weapon mods/build) between Phasers and AP is around 3-5%.
AP's innate CRITD bonus is clearly desirable, but not a game-changer.
Those who, like me, *need* their Fed ships to fire Phasers, should not worry too much about the lost DPS as it is quite minimal
