Delta Expedition Kits from the Delta Expedition lock box are missing from the skill planner. These kits have modifiers that are also missing from the skill planner: CritD, CritH, and CritX. http://sto.gamepedia.com/Kit#Special_Kit_Frames
Command kit modules (from the dilithium store) are also missing.
