Where does one get the duty officer for crafting the TR-116B sniper rifle? Says I need R&D: Ground Equipment Duty Officer. Cant find one in exchange or on any of my 3 toons.

You can find a list of the various crafting doffs here with their names, affiliations, and specialties so you can find them on the exchange.
