Hello, I was wondering in the fleet has a dedicated crafter or crafters for the Lv 15 consoles?

There isn't one appointed "Fleet Crafter" as it were, but there are quite a few (myself included) who can craft level 15 gear and up. You can ask in the main STOA channel or check out this thread here on the forums.
