bridge officer skill trainer.

I have a question about bridge officer skill trainer. I have a member of my fleet that is a lvl31 captain that has no choices when they visit the bridge officer skill trainer. Is there a certain lvl you must be at to use this service? and I cant find any info in game on it.

Have them uncheck the filters for the skills categories (space tac, ground tac, space science, etc. ) because if you have the categories turned off then you may not see anything.
