Skill respec. Take the extra points above 6 out of all your power-related skills in the Engineering tree; as an Eng captain you'll probably have more power than you know what to do with most of the time and these are essentially wasted points that you can rebalance elsewhere. Also, with zero points in attack patterns, your APB is not very effective.

You would be better served converting the Avenger to a beam-broadside build rather than split torps/beams, if DPS is your aim.
