Close enough to what this thread is for Briansun1. Here are some thoughts, and while most of these are not as important since its a Tier 3 ship, they will become more so later on.
First pick one damage type. If I am correctly identifying everything you have disruptor, polaron, and either retro-phaser or Tetryon for energy types. You can maximize your damage only by picking one type of Energy damage and then running the Tactical consoles for that specific type of damage.
Second you have multiple arc types, which isn't necessarily bad, however your cannons and torps are only effective when you are facing your target where as your aft beam arrays are only useful when broadside to your enemy or if they are in your rear. I would recommend trying to get as much damage going into a single type of arc, either fore or broadside, however that is a personal preference of mine.
Third consoles look good though I would recommend one change. As you have it set up now I would run a general energy damage boost Tac console or switch to a single energy type and run the damage boost console for that energy type. Since you only have one tactical console it is better used boosting your energy damage as that is where most of your damage comes from.
Last I would redo the mission that gives the Deflector you have so you can get the Mk VI version. When you have different Mk ? of set items like that they do not work with the other set items for the set bonuses. So currently you are only getting the set bonus of having two of those items even though you have all three.
