I didn't got this topic right until I recalled those episodes (TBH, in recent re-run of Voy, skipped them).
Probably, as captain on ship far away from home, she didn't want to have relation with lower ranked crew members (episode with Chakotay was only because they had to be on the planet), and wanted to feel submitted like women were in times of her holonovel.
