Ship weapons trade

I have a Heavy escort Hyperexited Ion stream projector and would like to swap it for a Heavy escort railgun.

Pretty sure that this is not going to happen, because
a) everyone can claim the Hyperexited Ion Stream Projector from the Dilithium Store for free
b) the Railgun is from a C-Store ship and therefore bound to Character.

Before you spend ZEN on a Ship, have you tried the Flak Shot Artillery from the Wargames Reputation as an alternative?

No. I haven't heard of that. I will have to research it. 
Also, I already have a ship with with a heavy weapons slot so I am only looking to purchase the railgun. Can that be purchased alone or does it only come equipped on a ship?

• Caitian Shikaris Escort
  
• Ferasan Slithus Escort
  
• Hathos Warbird

and their fleet variants.
