This is wrong on so many levels Stun. I don't know what to say, probably better that way. 
Honestly, first of all this should have been in a forum PM to Attilio/fleet leadership and you should not have made a public accusation in a public forum. Not good. 

Second, fleet leadership are unlikely to have broken the rules as per say, you probably interpreted them wrong, and you shouldn't put them on a word document in response as "proof". 

Listen I know that you are new, but as a concerned member of the fleet, you
1) need to calm down a bit and enjoy the game and the fleet! Its not military boot camp! 
2) need to look up material yourself as you made repeated posting that could be answered by a simple google search or look on STO WIKI
3) You need to take criticism as not being offensive or breaking the rules, but as an expression of our personal opinions about what has been said, not you personally.

the only reason I put it in public is I didn't know how to use forum pm or that it even existed and that is why I was respectful enough not to mention names in the public forum.

I have tried to calm down and I know it isn't military boot camp I have tried not to post anything else on the forum except as a response to others post like saying thanks or good job etc.

I would look stuff up outside of the fleet if I knew asking for help would have done this

I take criticism ok but when followed in pm with negative remarks it is no longer criticism.

Responding in a personal capacity here, this is not a valid escuse- you don't put any accusations to whatever people whatsoever on a public forum even if you don't mention names (even though most of us knew perfectly well of whom you were referring to) , no matter if its in-game or in a professional circumstance. This very thread- should have been put in the fleet sections at the absolute very least. Again, you need to find out about such things and sort yourself out besides wasn't hard to find out there is a reason for having an email section of the forums.

Honestly you can just google search it for some of your very basic questions- i.e. this mission is hard to complete- look it up first then if you're still having trouble then come and ask.

"Negetive" remarks due to your repeated violations of forum rules by posting uncessasarily and in the wrong places, such as this very thread itself and lack of discretion when making a complaint is very reasonable and justified.
