greetings every one,
Can some one tell me ware I can find the odyssey dress uniform? I can find it ad the starfleet Tailor (spacedock)

You buy them from the Tailor at your Fleet Starbase. The Cost is 13,600 - 16,000 refined Dilithium and 8,000 Fleet Credits.

No. You can buy them with an invite to a fleet starbase with the tailor unlocked (At least Tier 3). However to earn Fleet Credits you have to contribute to fleet holdings, and that requires you to be in a fleet.

The base Oddy uniform they made the new default STO uniform so for that one its free for all, the one in the fleet stores are more elaberate. If I remember correctly the dress version is also fleet one

Pretty cheap, compared to most of the dil/fleet-buyable uniforms, actually...
Though, I still love the one you can buy from the Solanae base.
