officially still says its craftable, but via a science captain so maybe thats why? it would be hard to find anyways with requiring at least 17 space skills points in engineering skills and we all know that anything over 5-10 engineering points isn't going to leave much option for dps output.

As a general rule, once you have allocated 10 Specialization points to a primary Specialization, your can craft its "Specialization Qualification" which allows you to turn a Bridge Officer into a Hybrid-Bridge Officer capable to use abilities of their career and the specific Specialization.
