I complete level 4 of Diplomacy and had a mission to go to Sugihara to obtain my BOFF. He confirms that I am now an Ambassador but all of the BOFFs in his store are grayed out.
I do not have another BOFF of the 3 races that are available. I have a slot open on the bridge!!
What am I doing wrong?
How do I get my BOFF?

How many BOFFs do you have in your candidate roster? If that's full, you apparently can't recruit another yet. (You can always convert them into manuals)
