When and how does the starbase gets reprovisioned?. I would like to get some fleet ground weapons but the one's that I want are locked until the base gets reprovisioned.

The Starbase gets reprovisioned by completing the appropriate Starbase projects, to which the Fleet members contribute ressources like Dilithium, Fleet Marks, Commodities, Duty Officers and more.

LOL! "Resistance is futile!" has a complete new meaning for me now!
