This happens from the Thaleron devices that attack you in those zones (you'll remember from nemesis at the start when the Romulan senate was turned to stone from the device used by Senator T'lora/Talora/something).
It's a wee bit buggy, if it doesn't kill you then that effect usually stays. Boffs are a very notable example of how this effect latches on.

I like the stone beard on the second picture - it's nice that the device keeps the details in. It's a cool effect though - would be a good armor graphic...............

While I never encountered the Thalaron Devices so far, I'm amazed to that kind of detail. Never thought, that Cryptic would be that thorough.

That hapened to one of my BoFFs. It stayed till I logged, which was a couple hours later.
It's actually a graphical bug in the game engine. (Just wrecked all the fun speculation I know.) Had it happen to McCoy's NPC once. Made that mission feel a tad strange.
