I have been perusing the threads and I see instances of commenters proclaiming that they do "x" amount of DPS and such, so I want to know.... how do they know? Is there an add-on or mod or something that is a DPS meter?
There are Combatlog Readers that extract the info from the game and translate it into DPS.
They are not perfect due to the limitations of the Combat Log, but they are the basis of the numbers other players claim to have. You might have seen people post DPS numbers in the chat after an STF. That is coming from those Combatlog Readers.

Obviously this only works on PCs.

Honestly I haven't tried using it yet, but here is a link to one (the only one I currently know of).
Check out the FAQ for details.

thank you.
That is just one of the two main log readers that's used by many players, BUT not in any official capacity. The Official DPS reader of STO is SCM, which you can download here and join/monitor their forums for all the latest info on the changes and occasional contests/giveaways here.

There's a long history about the two factions and why some players won't ever use use the "Metal Channels" that CombatLogReader belongs to since there was some steamy controversy when they formed, that @aaaict had a thread about a few months ago here: DPS 10K vs DPS Bronze - http://forum.stoacademy.com/showthread.php?tid=3055
CLR will also give you a lower result than the official SCM Reader without a bit of tuning.

This site has a reader too, but it's quite outdated and can only be considered as a "rough estimate" here: http://stoacademy.com/tools/combatlog.php

That's really interesting background.  Thanks for all the different links to the various versions around atm - do you use one and if so which one or is there one you would recommend rather than the other?
