Probably because you haven't chose that assignment from the NPC at the Fleet Research Lab.

You have to go to that paticular school that you picked the quest for and it will be the 1st one if your not R&D is not level 15 yet. If you still cant see it make sure to use the drop down menu that says 'filters" and select show all
