I have a note to myself based on a forum discussion (but can't find it again) that you should take a Nausicaan Boff as your "Diplomacy CXP system completion reward" because it adds 1.5% to your damage after all other damage modifiers have been calculated.

But... this doesn't make sense to me. Commendation rewards are generally in duty officers, not bridge officers. There is a Nausciaan Doff (a Trader) available at Tier IV - but I don't see that he'll result in a damage buff. So, was I dreaming about a Nauscicaan Boff for Starfleet players, or is there really something to this?

Once you reach T4 in the Diplomacy Commendation, you get the FDC Uniform and can select one "defecting" KDF Bridge Officer. Among the choices is the Nausicaan. So it is not a rumor, it is a fact.
